SALIENT POINTS FOR SMOOTH

FUNCTIONING OF INLAND

WATER CONTAINER TERMINAL (ICT)

1.   Inland Water Container Terminal (ICT) is a large and enormous functioning organization.  For easy and smooth function ICT has to do the numerous activities among the different government and semi government/private organizations. These salient points are highlighted chronologically.

2.       ICT applicants should fulfill following requirements:

1. Applicant should have adequate and deliberate plan to construct infrastructural development i.e.

i.        Adequate warehouse, CFS (Container Freight Station) Side open Shed to be constructed.

ii.       In no case navigation channel to be blocked.

iii.    Adequate firefighting elements to be incorporated.

iv.       Dredging facilities should be ensured throughout the year.

3.      Relation between ICT and Customs Authority:

1. Shipment should have to done on the basis of clearance from the customs Authority (Import/Export/ Goods loading /Unloading).
2. ICT should provide free space/room for customs and C&F Authority.
3. Govern should reserve all the power to do auction for the undelivered goods for a long pried.

4.      Relation between Bangladesh Bank and Insurance Authority:

1. Setting up of commercial Bank Branch can be done with prior approval from Bangladesh Bank.
2. Proper Insurance to be made of Export Containers
3. Permission to obtain from Bangladesh Bank for foreign Currency transition.

5.      Relation between Freight forwarder/Mani line Operator & ICT:

a.      Enlistment of Freight Forwarder/Main line Operator will be done with license from the Customs Authority and application to the ICT.  

b.      Pre and post inspection of the Cargo by the ICT.

c.       Any Export Product by freight forwarder/MLO can be preserved by the ICT.

d.      Freight Forwarder should provide advanced Import manifest to   ICT Authority.

6.      Relation between C&F and ICT Authority:

1. C&F Agent should fulfill the compliances the action plan of ICT Authority.
2. Government imposed Tax should be cleared through Bank and Basing on this this Goods Container  should be cleared

7.      Relationship of NBR and ICT:

1. Declaration of Customs bounded area will be mentioned and specified
2. ICT should take the approval from NBR for the Imported Container manifest
3. ICT should take the clearance of imported container from NBR.

8.      Relation between Bangladesh Investment Development Authority (BIDA) & ICT:

1. Enlistment of BIDA/BEPZA/BEZA should be taken from the concerned ICT
2. Work permit for the foreign employees should be taken form appropriate government Authority

9.      ICT and engaging the labor force:

1. ICT should engage the labor as per the labor law and ensure the wages, welfare, safe working place etc.

10.  Safety and Security of ICT:

1. ICT are should be secured with perimeter wall, adequate get and get complex as per the customs Act- 1969 and other policies.
2. Explosive and danger goods should be handled as per the International Maritime Dangerous Goods (IMDG) Acts.
3. Fast Aid facilities to be ensured with ambulance. If own arrangement is not available then arrangement has to be made with local Hospital/Clinics.
